DOE Wrap

BCCAP facilitates the Abbott Wrap Around Program for three and four year old children who live in Burlington City and Pemberton Township (Abbott School Districts). In 1998, the Supreme Court of the State of New Jersey issued a decision in the Abbott v. Burke case requiring the State Department of Education provide a high quality early childhood educational program for all three and four year old children who reside in the school districts known as Abbott District. This program includes six hours of class time. The “Wrap Around” portion of the day refers to before and after school care. To enable working families to participate in the program, the State implemented Wrap Around to accommodate the working family’s schedules. Summer care is also included as a 10 hour day.

Eligibility Requirements:

  • All families who apply must be a resident of Burlington City or Pemberton Township.
  • Families must contact the school districts to prove their residency (see contact information below).
  • An Abbott Wrap Around Application must be completed.
  • Income documentation must be turned in with the application.
